Sentinel Alliance is developing the technological infrastructure for a comprehensive digital repository documenting state-sponsored mercenary spyware abuse cases. The website will serve as the authoritative source for case documentation, victim testimonies, and timeline analysis of surveillance abuses.

The first instance of the Digital Archive will gravitate around CatalanGate, which The Citizen Lab identified in April 2022 as the largest forensically verified case of mercenary spyware abuse targeting civil society. The operation targeted more than 65 individuals in Catalonia from multiple civil society collectives.

The multilingual platform will feature verified victim profiles, an interactive timeline of infections, legal case tracking, and educational resources about digital surveillance threats. The initiative aims to preserve evidence, counter disinformation campaigns targeting victims, and provide researchers, journalists, and policymakers with verified documentation of state-sponsored spyware deployment against journalists, lawyers, politicians, and civil society members.

The infrastructure will be offered to our international partners so we can collaboratively populate more cases of abuse.
